Pragmatism and VAT on fees in the Independent sectorHaving remembered my reading glasses for once 😎 and taking a 50min train ride to meet with Steve Simms and some old friends in London yesterday gave me the opportunity to spend some time reading the Independent Schools' Bursars Association #Bursars Review with 2 separate articles on the potential VAT on #independentschools fees. I should upfront that Independent education is not a feature in my family, but many of our clients are Indi's and I really enjoy working with them. I understand the argument, but it sounds to me that if it is implemented as expected, it wouldn’t bring the cash injection forecast and would have a cost to the state in finding places in the state sector that hasn't been properly assessed.The net benefit to the countries coffers could be minimal, whilst further concentrating the elitism it seeks to remove.Some schools would no doubt close. Preps and other small SEN focussed independent schools in particular are often run on shoe strong budgets, and some already have. Bursaries could become more limited and engagement with the state sector could drop. The larger #schools would be able to mitigate the increase by claiming VAT back from building projects and other spending, and some consolidation would occur, creating more school groups gaining economies of scale whilst losing individualism (a bit like MATs).Essentially it doesn’t feel very pragmatic, although red meat for the labour faithful, surely there are more pressing issues as we approach the almost inevitable change in administration?What do you think?

An excellent letter in today’s paper…A threat to Britain’s entire education systemSIR – Under the Value Added Tax Act 1994, private schools have been exempt from having to add VAT to the fees they charge parents for the education of their children. This is in line with the widely accepted principle that education and learning should not be taxed. The principle is a good one and should be upheld.Now, in an example of the politics of envy, Labour is set to place a significant burden on hard-pressed parents by removing the existing statutory exemption (Letters, June 11). The inevitable consequence – which is already happening – is that parents will remove their children from private education on the basis that they cannot afford the increased fees, and private schools will close as they can no longer be run on a financially secure basis.This is not something that will happen at the margins. It will give rise to an across-the-board reassessment of the future of private education in this country. The socialising of education, with the end of private education, is no doubt precisely what the Labour Party wants to achieve. The policy is not only pernicious but also ill-conceived, given that, as things currently stand, the state sector is in no position to take on a vast mass of children formerly educated in private schools.

There are lots of discussions like this very well informed post about vat on school fees at the moment. While the economic case for putting vat on independent school fees is uncertain at best I am afraid (from my pro independent school view!) that the key thing here though is that this is a political rather than an economic decision. Its minimal impact on the vast majority of voters and broad support with those voters, as well as being one of the few things that the new government will actually be able to achieve (given state of public finances), means that it is pretty much a certainty in some form or other.
